The Education Bureau has introduced Credit Accumulation and Transfer (CAT) Policy and Principles to facilitate the recognition of learning, to minimise unnecessary repeated learning, and to effectively support lifelong learning.
Subsequent to the introduction of the CAT Policy and Principles under the Hong Kong Qualifications Framework (HKQF) in July 2014, the Education Bureau has commissioned the Federation for Self-financing Tertiary Education to develop the Operational Guidelines on the implementation of CAT. A consultation session was held on 22 September, well attended by around 300 participants.
