In March 2012, the Under Secretary for Education, Mr Kenneth Chen led a higher education delegation to the United Kingdom for promoting Hong Kong's status as regional education hub. Mr Chen also witnessed the signing of a memorandum of understanding on the development of Qualifications Framework (QF) in Edinburgh on March 15, UK time.
This is the first memorandum of understanding signed by the Hong Kong Special Administrative Region Government with overseas jurisdictions on the development of Hong Kong Qualifications Framework. It signifies a key milestone in the development of qualifications framework, and in turn lifelong learning, in Hong Kong. The MOU will enhance co-operation and the exchange and sharing of experience between Hong Kong and Scotland, and facilitate the benchmarking and recognition of the QFs developed in Hong Kong and European countries.
