The "Joint Quality Review Committee" (JQRC) is formed by eight UGC-funded local institutions with the support of the University Grants Committee (UGC) and the Education Bureau (EDB) to oversee the quality of their self-financing sub-degree programmes. The eight member institutions are: the City University of Hong Kong, the Hong Kong Baptist University, Lingnan University, The Chinese University of Hong Kong, The Hong Kong Institute of Education, The Hong Kong Polytechnic University, The Hong Kong University of Science and Technology, and The University of Hong Kong.
Given their self-accrediting status, these institutions have proper internal quality assurance mechanisms in place to ensure the quality of the programmes they offer. However, the rapid development of sub-degree programmes in recent years and the implementation of the Qualifications Framework (QF) have called for the establishment of JQRC, which can help guarantee the quality of self-financing sub-degree programmes and encourage experience sharing and interaction on quality assurance among institutions. The JQRC also advises the institutions on the classification of programmes under the QF. All self-financing sub-degree programmes offered by various departments of the institutions and their continuing education units fall within the ambit of JQRC.
The formation of JQRC is an unprecedented development in the post-secondary education sector of Hong Kong. It also marks a milestone in quality assurance in education.
