Consultation on the Specification of Competency Standards (SCS) for the Automotive Industry

The Automotive Industry Training Advisory Committee (ITAC) has completed the draft SCS for industry consultation. The consultation period is from 1 Sept 2008 to 31 Dec 2008, while an industry consultation session has been scheduled for 9 Oct 2008. The Recognition of Prior Learning (RPL) mechanism is launched

The RPL mechanism has started operation starting 2 June. The Vocational Training Council (VTC) is appointed as an Assessment Agency to launch a two-year pilot scheme to conduct RPL in respect of three industries, namely Printing & Publishing, Watch & Clock and Hairdressing industries. Through RPL, employees may acquire formal recognition of their previous experiences, knowledge and skills acquired from work so that they may pursue further training without starting from scratch or to repeat training.

QF TV Series

To heighten the public awareness of QF, TV programme consists of 10 two-minute episodes and two 10-minute episodes which will be broadcast on ATV-Home between May 5 and 17. The programme will introduce the development and other information of the QF to the audience through a drama and interviews.

The Qualifications Framework (QF) has been launched on 5 May 2008. The Education Bureau has introduced various support schemes to support quality assurance of education and training providers and the programmes they offer.

Roving Exhibitions

The Education Bureau promotes the QF through a series of roving exhibitions. The first exhibition will be held at Olympic City 2 between 26 and 30 April. The roving exhibitions will be staged at seven MTR stations in the following two months.

QF TV and Radio Announcement

The QF TV Announcement is to be broadcast by TVB, ATV, Cable TV, Galaxy Satellite, Now.com, Hong Kong Broadband and Roadshow while the QF Radio Announcement by RTHK, Commercial Radio and Metro Radio.

Qualifications Framework Launching Ceremony

The formal launch of the Qualifications Framework (QF) and the related legislation on May 5 marked a milestone in its development, Secretary for Education, Mr Michael Suen, said today at the QF launching ceremony.

The Jewellery Industry Training Advisory Committee (ITAC) has completed the draft SCS for industry consultation. The consultation period is from 1 March 2008 to 31 May 2008, while an industry consultation session has been scheduled for 19 April 2008. Consultation on the Specification of Competency Standards for the E&M Industry

The E&M Industry Training Advisory Committee (ITAC) has completed the draft Specification of Competency Standards (SCS) of 5 branches (Fire Engineering, Gas Engineering, HVAC Engineering, Plumbing Engineering and Railway E&M Engineering) for industry consultation. The consultation period is from 1 December 2007 to 30 April 2008. Full version of the draft SCS for the 5 branches can be downloaded from this website.

Hong Kong Council for Accreditation of Academic and Vocational Qualifications Inaugural Ceremony

To prepare for the launching of the Qualifications Framework in 2008, the Hong Kong Council for Academic Accreditation (HKCAA) was reorganized on 1 October 2007 to become the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ). The new HKCAAVQ is appointed by the Secretary for Education as the Accreditation Authority and Qualifications Register (QR) Authority under the Qualifications Framework. The HKCAAVQ continues to perform the functions of the former HKCAA in connection with academic and vocational accreditation, education and training and quality assurance.

HKCAAVQ celebrated its establishment on 16 October 2007, hosting an inaugural ceremony officiated by Mr. Michael Suen, GBS, JP, the Secretary for Education.

Consultation on the Specification of Competency Standards and Unit Clusters under the Recognition of Prior Learning mechanism for the Chinese Catering Industry

The Chinese Catering Qualifications Framework Advisory Committee has completed the draft "Specification of Competency Standards (SCS)" and unit clusters under the "Recognition of Prior Learning (RPL)" mechanism for industry consultation. The consultation period is from 1 October 2007 to 31 March 2008, while an industry consultation session has been scheduled for 21 November 2007. Information Expo for Secondary School Leavers 2007

The "Information Expo for Secondary School Leavers 2007" was held at the Olympian City 2 on 28 and 29 July 2007. Mr Daniel CHENG, Principal Assistant Secretary for Education, officiated at the event and introduced the newly launched Qualifications Register (QR) Prototype (www.hkqr.gov.hk).

Passage of the Accreditation of Academic and Vocational Qualifications Bill on 2 May 2007

The Accreditation of Academic and Vocational Qualifications Bill was passed by the Legislative Council at its meeting on 2 May 2007. The Qualifications Framework (QF) and its associated quality assurance mechanism will be formally implemented when the new Ordinance comes into operation. Under the new Ordinance, the Hong Kong Council for Academic Accreditation (HKCAA) will be renamed as the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ) to reflect its expanded role under the QF. The HKCAAVQ will be specified as the Accreditation Authority, which will be responsible for assuring the quality of qualifications recognized under the QF (other than those awarded by self-accrediting institutions). It will also be specified as the Qualifications Register (QR) Authority under the Ordinance, and be responsible for the administration of the QR. The newly enacted Ordinance can be downloaded from this website.

Consultation on the SCS for the Property Management Industry - Extension of consultation period

The consultation on the SCS for the Property Management industry will be extended for 2 months. The consultation period is now from 1 December 2006 to 31 May 2007 for a total of 6 months. It will allow more time for trade associations, unions and professional bodies of the industry to give their views.

"Enhancement for a Brighter Future" - QF TV Series

To heighten the public awareness of QF, a 5-episode QF TV series " Enhancement for a Brighter Future", are jointly produced by EMB and ATV Limited. Mr. Ken CHAN, QF Ambassador, has interviewed these industries which have joined the QF to introduce the benefits of QF to individuals, industries and the society.

Premiered on 2 September, the series will be shown every Saturday from 7 pm to 7.30 pm on ATV Home Channel.

Workshop Briefing for the 1st Draft of E&M Railway Engineering "Specification of Competency Standards (SCS)"

Thanks to the continuous support from the Industry, the Workshop Briefing for the 1st Draft of E&M Railway Engineering "Specification of Competency Standards (SCS)" was successfully being held at the IVE (Morrison Hill) on 16 May 2006. Qualifications Framework (QF) was introduced in the briefing, and participants were invited to share their experience and comments with regard to the SCS as well.

EMB Spring Luncheon cum QF Acknowledgement Ceremony

In appreciation of the ITACs' and stakeholders' contributions to the QF development, a "Spring Luncheon cum QF Acknowledgement Ceremony" with the theme on "凝聚行業力量 共建資歷架構 " was held on 24 February 2006 (Friday) noon in Hong Kong Convention and Exhibition Centre. SEM was invited to officiate at the event.

Forum on Qualifications Framework

The Education and Manpower Bureau (EMB) was invited to attend the "Forum on Qualifications Framework (QF)" organized by the Fire Services Department (FSD) at Fire Services Headquarters Building on Monday 6 February 2006. During the Forum, the EMB representatives introduced the QF concept which was well-received by the Director of Fire Services and over 20 senior officers. The Department expressed interest in placing qualifications gained from its continuing and professional development programmes under the QF in future.
